      <description>Alternattiva Demokrattika - The Green Party (AD) is very concerned with regards to the situation of animal welfare in the country. &lt;b&gt;Simon Galea, AD spokesperson on Agriculture and Animal Welfare&lt;/b&gt; said:"While appreciating the progress achieved in this field, AD strongly believes that there is so much more still to be done. During a consultation meeting organized by AD earlier this year, animal welfare groups and individuals together with AD officials formulated a policy paper for the improvement of Animal Welfare in Malta. These proposals were also included in the General Election Manifesto." &lt;p&gt;&lt;/p&gt; Mentioned in these proposals is the need to employ Animal Welfare Officers as stipulated by law (Animal Welfare Act 2002 Art 44). The need of raising fines to serve as a deterrent is also included in these proposals. Although doing their outmost, the police is not providing the enforcement required due to work overload and since this responsibility should lay in the hands of specialised personnel as stated by the law. It is about time that a number of Animal Welfare Officers are employed. In the meantime AD will continue to exert pressure on the Authorities in order for the proposals to be implemented, while pleading for the general public to respect all creatures. A better Animal Welfare State can only be reached through better enforcement and education.</description>

      <description>Although the Prime Minister has publicly promised a vague 'discussion on divorce' without any timeframe for the discussion to start, Malta has still decided to sit on the fence in recent EU discussions on 'enhanced-cooperation' about the issue. &lt;p&gt;&lt;/p&gt; Alternattiva Demokratika Chairperson Prof. Arnold Cassola said:'The Government should stop waffling and being inconsistent about the issue, as Justice and Internal Affairs Minister Carmelo Mifsud Bonnici seemed to be in Brussels on Friday.' &lt;p&gt;&lt;/p&gt; 'Alternattiva Demokratika has always been clear on the subject. As a party we believe that adults should be treated as such and, if they so wish, they should have recourse to divorce in our country. The Nationalist Party is in a state of confusion on the issue, with different branches of the party and government ministers contradicting each other', added Prof. Cassola. &lt;p&gt;&lt;/p&gt; Arnold Cassola concluded:'The Labour Party cannot keep sitting on the fence either - it has the power to immediately propose a divorce bill in parliament. It does not need to wait to be in government to do it. We at AD will support any such move.'</description>

      <description>OPM stops request for AD official to choose between political and teaching roles Letter issued without PM's knowledge &lt;p&gt;&lt;/p&gt; The Office of the Prime Minister has put on hold an ultimatum given by the Management and Personnel Office to Victor Galea, general secretary of Alternattiva Demokratika, where he was told that in terms of regulations, his teaching post in a government school was incompatible with his political position and he had to choose between the two. &lt;p&gt;&lt;/p&gt; A spokesman for the Prime Minister told timesofmalta.com that the letter to Mr Galea, and two officials of Azzjoni Nazzjonali, was issued without the knowledge of the Prime Minister or his secretariat. They first learnt about it when they received questions from a newspaper. &lt;p&gt;&lt;/p&gt; The two AN officials, Tonio Mercieca and Mary Gauci, a senior principal and a principal respectively in the public service, have since resigned their political posts while Mr Galea, a teacher, protested, claiming discrimination. &lt;p&gt;&lt;/p&gt; "Somebody decided to go by the book and issued the letter to Mr Galea and the others, without questioning whether this made sense in this day and age. The Office of the Prime Minister has issued instructions for the letter to be suspended and for the position to be reviewed. &lt;p&gt;&lt;/p&gt; There are several other people who hold positions in the public service and also occupy political positions," the spokesman said. Earlier today, AD said the government's attempt to put pressure on Mr Galea to renounce his job as a teacher because of his role with AD smacked of intimidation and political discrimination.</description>

It's incredible isn't it? The leader of the opposition dreams of unleashing the political potential that has been well hidden among the 16 and 17 year olds of the nation. The party in government does f-all in order to allow a much needed breath of fresh air into our cobweb ridden way of doing politics. And then Victor. &lt;p&gt;&lt;/p&gt; X'tahom f'ghajnhom? Is the appropriate Maltese expression. It's difficult to translate except maybe by saying that one wonders what Victor did to attract this kind of special attention. If it were the case of applying the law uniformally then so be it and Victor would be an unlucky man who should have read the fine print on the law relating to civil servants and their participation in politics. It does not seem to be the case though. "I appeal to the government to withdraw this absurd action immediately" &lt;b&gt;Arnold Cassola, AD chairman&lt;/b&gt; added. &lt;p&gt;&lt;/p&gt; &lt;b&gt;Deputy chairman Stephen Cachia&lt;/b&gt; expressed his own solidarity: "In 19 years of being active on a voluntary, unpaid basis with AD while working with the government service as a teacher, assistant head and head of school, I have never been asked to make such a ridiculous choice. I am also unaware that any other officials below scale five in the government service, and who are also elected officials in the PN and MLP, have ever been asked to make such a choice," he said.</description>

      <description>In a statement, Alternattiva Demokratika Chairperson Arnold Cassola said that the attempt by Government to put pressure on AD Secretary General Victor Galea to renounce his job as a teacher with the Government service because of his voluntary, unpaid political role with AD smacks of intimidation and political discrimination. &lt;p&gt;&lt;/p&gt; Cassola appealed to Government to withdraw this absurd action immediately when reacting to correspondence received by Victor Galea from the Office of the Prime Minister in which he was told that he was not able to continue working as a teacher with the Government service and retain his voluntary post as AD Secretary General. &lt;p&gt;&lt;/p&gt; Stephen Cachia , Deputy Chairperson, continued: " I would like to express AD's strong solidarity, as well as my own personal solidarity, with Victor. In 19 years of being active on a voluntary, unpaid basis with AD while working with the Government service as a teacher, asst head and head of school, I have never been asked to make such a ridiculous choice. I am also unaware that any other officials below scale 5 in the Government service, and who are also elected officials in the PN and MLP, have ever been asked to make such a choice." &lt;p&gt;&lt;/p&gt; Stephen Cachia said that the action against Victor Galea was even more ridiculous when one considers that a few years ago the Public Service regulations were amended to allow elected MPs working with the government service to retain their government post and keep on working while also serving as MPs. "It is indeed ironic that in the case of Victor, we are talking about a completely voluntary role while in the case of MPs we are talking about a paid political role," continued Stephen Cachia. He appealed to Government to amend the Public Service regulations to reflect the country's appreciation of the voluntary , unpaid work being done in the political field by a number of officials from all political parties. &lt;p&gt;&lt;/p&gt; Concluding, Arnold Cassola said: "Hopefully, this is just the action of some overzealous bureaucrat trying to enforce some obscure regulation which had never been enforced previously and not something more sinister emanating from the OPM. I make a strong appeal for good sense to prevail and for the action against Victor Galea to be stopped immediately."</description>

      <description>by Michael Briguglio Victor Galea, the General Secretary of Alternattiva Demokratika - The Green Party, has been informed by the office of the Prime Minister that as a teacher, he can't hold on to his post of General Secretary of AD. &lt;p&gt;&lt;/p&gt; The OPM is quoting rules which are an unwelcome relic of colonial times, notwithstanding their appearance in the updated Public Service Management Code. Such rules does not only preclude most civil servants from occupying a post in a political party, but also preclude them from speaking in public on matters of political controversy, expressing views on public matters on letters to the press and from canvassing on behalf of parliamentary candidates. &lt;p&gt;&lt;/p&gt; OPM is being discriminatory as there are many other civil servants who are active in politics - particularly with the Nationalist and Labour Parties, and who have been so for years. Apparently, OPM has also used the discriminatory technique with officials from Azzjoni Nazzjonali. &lt;p&gt;&lt;/p&gt; I urge the Nationalist and Labour Parties to condemn such discrimination, and the Office of the Prime Minister to revise its outdated regulations on political activism, which, after all, is a basic civil right. &lt;p&gt;&lt;/p&gt; One can read more about this in James Debono's news item in Malta Today, in Lino Spiteri's article in The Times, and in Carmel Cacopardo's blog.</description>

      <title>Political discrimination - a tool still used in Malta. MLP's silence is worrying</title>

      <description>In his Opinion piece in today's Times Lino Spiteri focus on the discrimination to which &lt;b&gt;Victor Galea Secretary General of AD-The Maltese Green Party&lt;/b&gt; is being subjected. In the Civil Service there are a multitude of contradictory rules relative to the political involvment of civil servants. It is about time that these contradictions are weeded out the soonest. &lt;p&gt;&lt;/p&gt; It is also about time that we realise once and for all that given the small number of those willing to take part in public life we cannot afford to retain obstacles for those willing and able to involve themselves. &lt;p&gt;&lt;/p&gt; In seems that in this country once rules are drafted they are ignored by the PN and the MLP until such time as an outside dares challenge their position. The rules are then applied to their adversaries. The MLP is responsible for the current state of affairs just as much as the PN : it did not speak up. Until the time of writing no one from the MLP has condemned the manner in which Victor Galea has been treated by the Office of the Prime Minister and the Ministry for Gozo. &lt;p&gt;&lt;/p&gt; A number of civil servants are actively involved in the political structures of both the PN and the MLP. Their names are known to one and all as given that they were officially sanctioned to infringe the rules they always laboured in broad daylight. &lt;p&gt;&lt;/p&gt; The Prime Minister has already declared that he is not aware of the details of the case as he is not normally involved in such matters. They are dealt with by the Head of the Civil Service. So as a first point the Head of the Civil Service must assume responsibility for the political discriminatioin to which Victor Galea is being subjected. This is not however the end of the story. &lt;p&gt;&lt;/p&gt; The Prime Minister should shoulder political responsibility as he heads a political party which knowingly involves civil servants in its structures but then did not to date have the decency to create a level playing field.</description>

      <description>Reversing summer follies &lt;p&gt;&lt;/p&gt; Lino Spiteri &lt;p&gt;&lt;/p&gt; The clang of broken promises reverberating through the second Gonzi government's first months in office is now being accompanied by discriminatory decisions that know no rhyme or reason. The Sunday newspaper Maltatoday yesterday revealed that the Office of the Prime Minister has triggered a must-choose situation for three teachers in government schools who were also active in politics. Two of them were in the ranks of Azzjoni Nazzjonali. The third had the highest political profile. He is Alternattiva Demokratika's secretary general. The first two, it was reported, bowed to the position put to them, and opted out of their political position. Alternattiva Demokratika's Victor Galea did not. He replied to the statement made to him that he could not continue to exercise his teaching profession - government teachers are precluded from holding any political post. He queried that position, citing discrimination. Bully for him. &lt;p&gt;&lt;/p&gt; Discriminated against he definitely was. In recent years and to this present day there have been teachers very openly active in either of the two main political parties. One could but should not mention names. The Office of the Prime Minister knows them well enough. I would not be surprised if among the hundreds of local councillors in office there are also several individuals who teach in government schools, and others of equal public service ranking. On top of that, not so long ago, the first Gonzi government finally recognised that public service employees elected to Parliament need not resign their government post, up to a very high level of grading. &lt;p&gt;&lt;/p&gt; One might say that the practice whereby government teachers and civil servants of similar or higher grading take open part in politics crept in by stealth.       <description>Alternattiva Demokratika augured that the reform of public transport being proposed by Minister Gatt is pushed forward with determination and leads to real and lasting improvements in the quality of life and well being of all Maltese and Gozitans. &lt;p&gt;&lt;/p&gt; &lt;b&gt;AD spokesperson on Energy, Industry and Transport Ralph Cassar&lt;/b&gt; said: 'AD will study the proposals in detail and make its contribution, as it has always done, towards reaching a long overdue goal of providing viable and efficient mass transportation options to all citizens. &lt;p&gt;&lt;/p&gt; At a glance one thing which sticks out is the 2015 target date. In our opinion this is too far a target. Reform should start immediately on the bus system - 2 years at most should be enough for a total overhaul of the bus system and for the introduction of harbour area water-bus system. The taxi service can also be liberalised immediately. &lt;p&gt;&lt;/p&gt; Another issue is Minister Gatt's insistence on 'economic viability'. &lt;p&gt;&lt;/p&gt; &lt;b&gt;Carmel Cacopardo AD Spokesman on Sustainable Development and Local Government&lt;/b&gt; stated that "If profit is the only aim of public transport than the reform will fail. Public transport requires heavy investment. The investment will be worth it because it will mean that the country will gain from reduced road congestion, a better quality of life for all and less dependence on imported fuel. An efficient system will also mean that more zones in our towns and villages can be pedestrianised and given back to the public. In brief the objective of a public transport reform needs to be sustainable. Government is bound in this respect to observe the National Sustainability Strategy which has been drawn up by the Commission in terms of the Environment Protection Act and approved by Parliament." &lt;p&gt;&lt;/p&gt; &lt;b&gt;AD Chairperson Prof. Arnold Cassola &lt;/b&gt;concluded:'Public transport should be a priority issue.       <description>Alternattiva Demokratika (AD) - The Green Party expressed its concern on the widening of Malta's visible trade gap, which increased by Euro 32.0 million in May 2008 when compared to May 2007. &lt;p&gt;&lt;/p&gt; &lt;b&gt;AD Spokesperson for Social and Economic Development Michael Briguglio&lt;/b&gt; said: "The difference between imports and exports is relatively large and has tended to grow over time. Although with the adoption of the euro Malta's need for foreign exchange reserves is not needed to back the domestic currency, as was the case when Malta had its own currency, it is still very important to improve Malta's export potential in order to reduce the trade gap. This calls for more productive investment." &lt;p&gt;&lt;/p&gt; "AD believes that appropriate policies should be adopted to encourage investment, notably by decreasing bureaucratic hurdles, offering appropriate incentives and tackling avoidable costs in areas such as transport and communications." &lt;p&gt;&lt;/p&gt; "AD is also concerned about Malta's educational performance, in so far as this effects the chances of employment. Malta still remains at the bottom of the EU list when it comes to participation of students in post-secondary education and at the top when it comes to early school leavers. More attention should be given to introduce reform in Malta's educational system, so as to improve the employability of youth, thousands of which are currently ending without proper qualifications or skills. Malta should move away from selectivism and towards a more comprehensive educational system". &lt;p&gt;&lt;/p&gt; He also referred to the importance of trade in services, including tourism. "This partially makes up for the visible trade gap. However, the government should take steps to ensure that the negative ecological impacts be minimized". &lt;p&gt;&lt;/p&gt; &lt;b&gt;AD Chairperson Prof. Arnold Cassola&lt;/b&gt; said that the AD is carefully studying proposals made by Government, other political parties, trade unions, employers and other civil society associations in connection with the next Budget. "We are ready to give our contribution in order that Malta's budget tackles problems such as the widening trade gap. Government incentives for the setting up in Malta and Gozo of green industries and the creation of green jobs should be a top priority." &lt;p&gt;&lt;/p&gt; AD praised Malta's workforce for being productive, and said that workers and employees should be rewarded with just wages and better job conditions.</description>

It is very disappointing that it has only been Labour leader Dr.Joseph Muscat who has shown a strong sense of political maturity by repeatedly calling for the involvement of Alternattiva Demokratika in these talks while Prime Minister Gonzi has been conspicuous by his silence on this issue." &lt;b&gt;Stephen Cachia, deputy chairperson of AD and the party's spokesperson on democratic institutions and civil rights&lt;/b&gt;, was reacting to the formation of a Parliamentary Select Committee on democratic reform announced last week. &lt;p&gt;&lt;/p&gt; AD Deputy chairperson, Mr. Stephen Cachia said that government would be going a step backwards by not involving all political parties in discussions on such important issues. He pointed out that in the period 1992-1996, Alternattiva Demokratika had participated as a full participant in the same Gonzi Commission discussions on electoral reform and in the Galdes commission discussions on party financing. "It is indeed ironic that over a decade after that experience, Government seems hesitant in giving ample space to all political parties to participate in talks of such importance to the democratic development of our country. This is even more ironic when one considers that today's Government is governing with a relative majority, representing less than half the electorate. Government should therefore have the humility and the courage to ensure that discussions on these issues should involve the representatives of as wide a spectrum as possible of the electorate, including a significant minority who voted for political parties not represented in Parliament." concluded Mr. Cachia</description>

      <description>Commenting on recent reports of a lack of a final national sexual health policy, Alternattiva Demokratika Spokesperson Mary Anne Zammit expressed the party's concern about the procrastination in this important area. "The high rates of teenage pregnancies in our country are quite worrying and indicate that young teenagers are having casual and unprotected sex. Young teenagers are not being made aware of the physical and emotional dangers. The risk of sexually transmitted diseases and HIV is quite clear from recent press reports about the situation" said &lt;b&gt;AD Spokesperson for Health and Social Protection Mary Anne Zammit.&lt;/b&gt;&lt;p&gt;&lt;/p&gt; 'This raises the question on how effective sex or relationship education programmes are in delivering a clear message on responsibility and protected sex, and whether these programmes are reaching those with low literacy skills. Schools play a vital role in providing this information to teenagers. All schools without exception should be directed to provide effective and fact-based relationship education programmes.'&lt;p&gt;&lt;/p&gt; AD Spokesperson on Youth Deborah Zahra added that, 'A good sexual health policy must go beyond STI prevention and treatment. A holistic sexual health education consists of trained professionals who teach life skills such as assertiveness and empowerment. Contrary to what some people might think, speaking to adolescents about sex in a professional manner instills a sense of responsibility in them. Keeping something 'unknown', 'mysterious' and 'taboo' will only lead to irresponsible experimentation and serious mistakes'. 'We appreciate the work being done by officials in health Department, teachers and youth councillors and PSD teachers but for more positive results, sexual health promotion needs to be reviewed and upgraded with clear promotional campaigns on this matter. The need for a National Sexual Health Policy is crucial, and this Policy should assess the current situation and indicate the best measures in targeting this serious situation,' concluded Mary Anne Zammit, the Green Party's spokesperson.</description>

      <description>Arnold Cassola, Alternattiva Demokratika -The Green Party Chairperson, stated: "Malta needs a really free "Freedom of Information Act" as the present bill being discussed in parliament exempts too may entities from its provisions." &lt;p&gt;&lt;/p&gt; &lt;b&gt;Stephen Cachia, Alternattiva Demokratika Spokesperson on Democratic Institutions and Civil Rights&lt;/b&gt; added that : "It is indeed very unfortunate that the bill exempts the Electoral Commission, the Employment Commission, the Public Service Commission, the Attorney General's office, the National Audit Office and the Security Service from being scrutinized by the public. Moreover, the Freedom of Information Act in discussion in parliament also exempts Cabinet documents and some documents falling under the Broadcasting Authority".&lt;p&gt;&lt;/p&gt; "The Bill", said Mr. Cachia "should have made a blanket declaration of freedom of information subject only to those limited cases where the security of the state would be threatened by the proposed disclosure. Only in such few and rare cases would a limitation to freedom of information be tolerated."&lt;p&gt;&lt;/p&gt; Another negative aspect of the bill is that it limits the right to freedom of information to persons who have been resident in Malta for at least five years. "This is ridiculous", concluded Stephen Cachia. "A Freedom of Information Act worthy of the name has to safeguard the interests of all, irrespective of their length of stay in Malta".&lt;p&gt;&lt;/p&gt; Alternattiva Demokratika hopes, concluded Arnold Cassola that government would move the necessary amendments during the Committee Stage such that these deficiencies in the Bill are corrected."</description>

These genuine cases are the most vulnerable and need to be supported by the State to prevent them from falling into poverty, but there are others who are simply abusing the Social Welfare System and these are the ones who are misappropriating the available funds and hindering the other genuine cases." said Mary Anne Zammit.&lt;p&gt;&lt;/p&gt; The Green Party chairperson Prof. Arnold Cassola concluded; "The Social Security System should be revised in order to control these abuses thus focusing its resources only on those who genuinely need these services. The state can help those genuine single mothers by implementing flexible working hours and setting up child care centres which are accessible and affordable. Also, measures should be taken to ensure that the invisible or absent fathers are held responsible for their children. Following advice obtained from experts in the field, the Maltese government should come up with new proposals to solve these problems, including legislation on divorce, in order to strengthen the Maltese family".</description>

It is already difficult to travel to their summer work. Closer dialogue, no false promises, more cooperation and investment is necessary in order to improve the efficiency of public transport so that youths would consider public transport as a service which is reliable, accessible, efficient and affordable; and like other EU Young people the urge of getting a car license by the age of 18 would be decreased". &lt;p&gt;&lt;/p&gt; Arnold Cassola, Alternattiva Demokratika Chairperson, concluded: "We need to invest heavily in modern mass transportation systems and think outside the box. "We have records where residents failed to pay the full amount required on filing their appeal and the MEPA Appeals Board solemnly declared such appeal null and void. But here we have another example where in spite of the fact that MEPA no longer falls under the responsibility of Mister Pullicino but under Prime Minister Gonzi, this Authority is weak with the strong and strong with the weak. The developers' appeal with MEPA should have been declared null and void, the same way as it would have been to any common citizen". &lt;p&gt;&lt;/p&gt; "In the light of the Green Party's vision for Gozo to turn the island into an ecological one - and now adapted by GonziPN -, we are proposing specific sustainable and ecological projects for Ramla l-Hamra Bay instead of Villas and private swimming pools.&lt;p&gt;&lt;/p&gt; 1. The MEPA should truly safeguard the environment around Ramla l-Hamra by including the whole area in the EU funded and protected programme of Natura 2000;&lt;p&gt;&lt;/p&gt; 2. Heritage Trusts and NGDOs should be supported in obtaining EU funds to transform the whole Ramla area into an international heritage site;&lt;p&gt;&lt;/p&gt; 3. Re-establish its archaeological remains&lt;p&gt;&lt;/p&gt; 4. Highlighting its geomorphologic features and habitat that supports endemic flora and fauna while ecological walks and expiditions could take place under professional guidance;&lt;p&gt;&lt;/p&gt; 5. Promote Ramla as a strong candidate for a Blue Flag bay status;&lt;p&gt;&lt;/p&gt; 6. Ensure that Ramla l-Hamra remains free from light pollution, a characteristic sought avidly by our visitors;&lt;p&gt;&lt;/p&gt; 7. Its spectacular landscape value should not only be protected but promoted as an ideal location for astronomical observation; and&lt;p&gt;&lt;/p&gt; 8. Violence and bullying do not pay and these actions will only backfire on whoever perpetrates them". &lt;p&gt;&lt;/p&gt; "Reason must prevail over force, and reasonable solutions can only be reached around the negotiating table", concluded Prof. Cassola. As regards public transport in particular AD believes that anyone, under certain conditions such as the use of the latest clean technology, should be able to offer scheduled transport services in Malta and Gozo. The state should also provide a public transport service - like all cities and countries in the EU - since the aim of the state service should be to offer transportation options at prices affordable to all and to and from destinations which might not be commercially viable." &lt;p&gt;&lt;/p&gt; "Given the price of fuel, the relatively large percentage of income spent on transport, the congestion on the roads and the lack of a modern holistic mass tansportation infrastucture we cannot afford to wait any longer.       <description>In reaction to the current discussion on the EU Social Package, &lt;b&gt;AD spokesperson on Social and Economic Development Michael Briguglio&lt;/b&gt; said&lt;p&gt;&lt;/p&gt; &lt;i&gt;"AD welcomes the attempts of the European Commission to move towards a more Social Europe. AD welcomes the policies aimed at tackling discrimination and strengthening workers' rights. The new legislation would combat discrimination based on religion or belief, disability, gender, age or sexual orientation not only at work, but also in other social spheres".&lt;/i&gt;&lt;p&gt;&lt;/p&gt; "AD also welcomes the proposal for a directive on strengthening the role of European Works Councils, which increases democracy at the workplace in companies with 1,000 or more workers and at least 150 employees in each of two or more EU member states. In Malta, most companies operating in the manufacturing sector are, by and large, complying with the current Directive and the transposed law. On the other hand, not all companies in the Hotel sector not seem to be complying". &lt;p&gt;&lt;/p&gt; Michael Briguglio added that Alternattiva Demokratika is also concerned with the recent rulings of the European Court of Justice regarding the Ruffert, Vaxholm and Viking cases, whereby member states' collective agreements were disregarded, thus allowing companies to shift workers from one country to another and pay them wages lower then those established by law in the countries they are shifted to. &lt;p&gt;&lt;/p&gt; &lt;b&gt;AD Chairperson Arnold Cassola&lt;/b&gt; said that the Greens are in favour of a European Union which is democratic and sustainable, giving due importance to economic, social and ecological factors.
